For all Loki considers Tony a cocky, tasteless irritant with delusions of grandeur re: the scope of Midgardian technology, he doesn't actually have that much of a personal beef against him. Sure, he was annoyed that he helped Thor dismantle his plans and deliver him back to Asgardian justice, but he's had far more troubling things to stew over / eat him up inside since then.

As such, he won't have much patience for any grudges Tony might bring to the table re: Midgard. Earth has been trashed before, it'll be trashed again, he didn't actually succeed anyway, which means that when he looks at it against his last thousand years of existence it's more of an insignificant blip than anything else. It's the events that surrounded it that matter most to him: Odin's rejection, Thor's rejection, Thanos, the Mind Stone's influence, the Infinity Stones in general ...

That's the important stuff. Midgard was an ill-advised detour, is all.

Still! He understands that Midgardians won't see it that way, and that the Avengers in particular take things like uhhhh attempted invasion of their realm incredibly personally. As such he feels he should keep half an eye on Tony when he can, if only because he fully expects to be treated as a war criminal by him. The fact that he hasn't straight up tried to make a citizen's arrest yet is amusing to Loki—if they were on Midgard he assumes Tony would have tried to lock him up in a "facility" by now—and he's interested to see how he'll adapt to his presence without the Dream Team there to back him up!
