The faction leaders didn't really appreciate you befriending the other side, but ultimately didn't really stop anyone from doing it? And then pretty suddenly the Emperor overseeing the Stars launched an attack on the Moon and destroyed part of the Temple. I guess the stalemate is officially broken.
It's harder for some more than others, either because they've never been in any sort of war setting personally, or they've made friends on the other side.
